I am in support of this PIP.
Increasing the gas limit will increase chain capacity.
Changing the base fee rate of change will reduce the speed at which the base fee goes up and down when there are surges in demand.
Pectra EIPs are needed so that the chain stays compatible with tools designed for EVM.
