In reviewing the old PFP repo, it seemed high time for some changes and improvements! PRs have now been opened against PFP-1 and PFP-2, with changes intended to significantly improve governance of the Treasury and Community Treasury Board.

PFP-1: PFP Purpose & Guidelines
What’s in the current PFP? The existing PFP-1 was published a year ago. It was intended to define the purpose of PFPs and describe the Treasury funding process.
Why change it? There is nothing really wrong with PFP-1, except that it’s not that useful. It provides minimal information about how PFPs should operate and just doesn’t align with the way the Community Treasury has developed over time.
What changes have been proposed? PFP-1 has been rewritten to more holistically align the purpose of PFPs with the actual function of the Treasury. This includes:
- Clarifying the role and purpose of the Treasury
- Updating the ‘type’ of PFPs that can exist, creating categories for governance proposals and Treasury Board funding strategies
- Updated PFP ‘statuses’ to reflect a more simple workflow
- Clarification of the role of PFP Authors, Editors, and the role of the Community Forum

PFP-2: The Community Treasury Board
What’s in the current PFP? The existing PFP-2 offers very little information about the purpose or function of the Community Treasury Board. It establishes its multisig structure and describes its composition, but does not currently provide any additional governance guidance.
Why change it? The CTB is an important body that is primarily responsible for governing the Community Treasury. It is important that governance of the CTB is thorough, transparent, and accountable, so that community members understand where and how Treasury funds are being spent.
What changes have been proposed? Proposed changes to PFP-2 are extensive! They include:
- Clarification on the purpose and role of the CTB, and more details about CTB member qualifications
- Governance rules for adding/removing members
- Transparency notice about the role that Polygon Labs plays in providing operational support to the CTB
- A detailed list of Board responsibilities, including transparency reports, biannual public funding strategies, and the creation of funds and programs
- Transparency requirements for all money spent, including public disclosure of budgets and impact
- Guidance for ad hoc and direct funding requests from the community
