If the answer is affirmative, what would be the regular channels to achieve this? There are projects abandoned in the shadows due to possible scams to the community and it is important to address this issue for the good image of the network.

Yes, a community can take control of a token contract, but only if the contract allows it—like if it’s upgradeable or still has an accessible owner/admin role. If it’s fully immutable or ownership is renounced, then it’s not possible.
